In
March 2000, following the release of the LAPD's release of its Board
of Inquiry Report into the Rampart corruption scandal, the Board of
Police Commissioners authorized the formation of the Rampart Independent
Review Panel. This Panel, which grew to more than 140 attorneys, investigators,
subject matter experts, community advisors, and more, was charged with
responsibility to conduct a wide-ranging review of the Rampart matter
and other issues confronting the LAPD.
The
Rampart Independent Review Panel was led by General Counsel Richard
E. Drooyan, an attorney with the firm, Munger, Tolles & Olson. Mr. Drooyan
formerly served as the Chief Assistant United States Attorney and Chief
of the Criminal Division in the U.S. Attorney's Office. He also served
as Deputy General Counsel for the Christopher Commission in 1991. Professor
David A. Sklansky of the UCLA School of Law served as Special Counsel
for the Panel. Police Commission Inspector General Jeffrey Eglash and
Executive Director Joe Gunn assisted Mr. Drooyan in the inquiry.
The
Rampart Independent Review Panel consisted of eight separate working
groups, focusing on different issues facing the LAPD. The working groups
